“As South Korea can’t identify the cause of the accident, they are using the media to attribute it to us,” said a statement carried by state media.

It is the first official statement delivered  by Pyongyang on the event, in which more than 40 sailors were passed away.

South Korean media has pinned the blame on the North, but official statements have been more cautious.

There has been assumption in the South that the naval yacht was hit by a North Korean torpedo.

South Korean officials have also previously suggested the ship could have struck an old mine left over from the 1950-1953 Korean War.

North Korea accused the South of “a foolish attempt” to link the episode to Pyongyang, said an official statement published by the Korean Central News Agency.

Salvage operation

Fifty-eight crew survived, but 46 sailors died in the incident on 26 March.

Salvage workers found 36 bodies in the devastated hull of the Cheonan, a 1,200-tonne navy gunboat.

Two more bodies were rescued earlier, and another eight sailors remain unaccounted.

The duck section of the vessel is due to be raised in about a week’s time.

The Cheonan sank close to the sea border which marks North and South Korean territorial waters.

The North does not accept the maritime border, known as the Northern Limit Line, which was drawn unilaterally by the US-led United Nations Command at the end of the Korean War.

The sea border has been the scene of deadly clashes between the naval forces  of the two Koreans country in the past.

The bomber blew himself up outside the emergency ward of Sandeman Civil Hospital, where a large gathering of people, including the MNA, police officers and journalists, were present after the body of a banker, who was shot dead minutes earlier, was brought to the hospital.

After the suicide attack unknown people started firing, triggering chaos and panic in the city. Shops and markets were closed and traffic and normal life was seriously affected.

The banned Lashkar-i-Jhangvi acknowledged the  responsibility for the attack. Its spokesman named  the suicide bomber as Haq Nawas Baloch.

The chief of the EU’s monitoring mission said Sudan had “not reached all [standards] but some of them”.

The polls were planned to effect a democratic transformation in Africa’s largest country.

The complicated ballot has already been heavily criticized by the opposition and local observers in Sudan. Final results are estimated on Tuesday.

Speaking at a news conference in Khartoum, EU mission chief Veronique de Keyser said: “Turnout is very high, 60%, but with significant deficiencies.

“Theses elections did not reach international standards, not yet.”

The EU’s team was withdrawn from Darfur, where a low-level civil war continues, because of fears about safety and whether the monitors could scrutinize freely.

The present elections – presidential, parliamentary and regional – were the first multi-party election episode in the country, since 1986 and part of a north-south deal to end two decades of war.

President Bashir is hopeful for a respectable win, in particular after he was indicted by the International Criminal Court for suspected war crimes in Darfur..

During the campaign he condemned against interference by foreign observers, before softening his tone to some extent.

Local police Chief Rashid Khan said.
“The bombers struck six minutes separately at a camp in the Kacha Pukka area of Kohat, a tribally administered region near to the Afghan border.”

The camp hit Saturday was for people who had come out the Orakzai district, where the army has been combating militants since the end of last year. The pace of the operations has selected since March, with frequent aerial bombardment.

“Both were suicide attacks. Body parts of the suicide bombers have been recovered. The blasts took place at the relief distribution point for internally displaced people,” Kohat police chief Delaware Khan Ban gash told AFP by telephone from the scene.

Bangash said the first bomber detonated his explosives while refugees were gathered to receive relief items. A few minutes later the second bomber blew himself up in the center of the gathering crowd.

Other officials confirmed two blasts, but Khalid Omarzai, the local chief of administration, initially told a local television station that the second had been a planted device.

Gary Jackson, who resigned last year, rejects the conspiracy to violate firearms laws, making false statements and the ownership of an unregistered firearm.
 

The charges are to some extent, the result of a raid in 2008 by federal agents who detained 22 weapons, including 17 AK-47s.

Blackwater changed its name to Xe Services in 2009, two years after its guards were involved in a shooting incident in Baghdad that left 17 Iraqi civilians expired. They had been caring US diplomats there.

Their actions annoyed the Iraqi government and led to charges being filed in the US against several guards – accusations later terrified the  court after a judge found prosecutors had mishandled evidence.

In addition to Mr Jackson, Blackwater’s former general counsel Andrew Howell, former executive vice-president Bill Mathews, former procurement vice-president Ana Bundy, and former weapons manager Ronald Slezak were indicted on Friday.

They are charged with using “straw purchases” to hoard the automatic weapons at the company’s headquarters in Moyock, North Carolina, and filing false documents to cover up gifts given to the king of Jordan.

Prosecutors said the company signed agreements in 2005, through which it financed the purchase of 34 automatic weapons for the Camden County sheriff’s office but was allowed to keep most of them at its armoury.

Federal law prohibits licensed firearms dealers to have more than two of the same style of weapon – the raid on Blackwater found 17 AK-47s. Law enforcement agencies are also allowed to have fully automatic weapons.

According to the Associated Press, the 2005 agreements between Blackwater and the sheriff’s office said the weapons would be kept under “lock and key”.

Sheriff Tony Perry said at the time that his department only used the AK-47s in shooting practice at Blackwater, while Mr Jackson said it had offered it a place to store the weapons as a gesture of “professional courtesy”.

The denunciation also alleges that Blackwater officials, hoping to win a profitable overseas contract for building and running a training centre, presented King Abdullah of Jordan with five firearms “to gain favour”.

Many major European airports have been congested as a plume of volcanic ash drifts south from Iceland across the continent, bringing travel chaos.

Air traffic suspensions are now in force in more than a dozen countries in an unparalleled move.

UK air traffic control said “current forecasts show that the situation is worsening throughout Saturday”.

Thousands of travelers are stranded and airlines are trailing an estimated $200m each day.

The knock-on effect of the volcanic ash plume over northern Europe is likely to disturb European airspace for several days,” said the Civil Air Navigation Services Organization (Canso), a global association of air traffic control companies.

“Traffic will have to be reorganized and rerouted and flights preplanned, all on a dynamic and quite impulsive basis,” said by a statement.

Many countries and airlines have grounded fleets amid fears that the ash – a mixture of glass, sand and rock particles, drifting from 5,000ft (1,500 meters) – could be disastrous to aircraft.

In some of the biggest disruption in commercial aviation history, a swathe of northern European sky was unfilled of aircraft on Friday.

About two-thirds of the 28,000 daily flights in the exaggerated zone were cancelled, while only half the usual number of flights between Europe and North America operated.

The cloud of ash is drifting across an area including the UK, Scandinavia, Poland, northern France and Austria, towards Russia at about 25 mph (40 km/h).

Some 20 countries shut down all or most of their airspace, although restrictions were gradually lifted in Sweden, Ireland and Norway.

Europe’s busiest airports, including Heathrow, Frankfurt and Charles de Gaulle, have been affected by the closures.

The disruption has affected hundreds of thousands of travellers since Wednesday when the Eyjafjallajoekull volcano began erupting for the second time in a month.

“The authorities here are saying that this will continue regularly at least into tomorrow, so the ash will continue to spread,” Gunnar Gestur Geirmundsson, an Icelander at the site of the eruption, told the BBC late on Friday.

“It is an amazing scene with a lot of frozen ice on the ground from the glacier and the volcano erupting above.”

Michelle Bachelet says 14,000 troops are now in the region, after dozens of looters were arrested.

As night fell, curfews were imposed across four major urban centres in Chile, including an 18-hour curfew in Concepcion, one if its largest cities.

Some half a million people are homeless in a city now under military control.

The death toll from the 8.8-magnitude quake now stands at 795, officials say, but emergency workers also say 19 people are still unaccounted for.

One mayor, from Hualpen, near Concepcion, said many on the streets were more terrified of crime than aftershocks.

“The thugs have taken over the city. Now we are not afraid of the earthquakes, we’re afraid of the criminals,” Marcelo Rivera told a Chilean radio station.

Armoured vehicles have been positioned at stationed at strategic points across Concepcion and armed soldiers patrol the streets.

Groups of residents are reported to have gathered together to form vigilante groups to confront would-be looters.

‘Necessary measure’

A special air route is being set up to deliver aid from the capital, Santiago, to Concepcion, 430km (270 miles) away.

But security in the city remains a key concern after shops and homes were looted on Monday and police made a large number of arrests.

The deteriorating security situation in Concepcion comes despite the influx of thousands of troops to reinforce local police.

“We can say that, according what we’ve been told from the area, the situation in Concepcion is under control today,” President Michelle Bachelet said on Tuesday.

But, she added, authorities would take any “necessary measure” to stop renewed looting.

“Our principle objective is to go and help people tackle the emergency in the disaster zone.

A former rebel leader expressed his views that they used the cash to fund attempts to overthrow the government of the time.

One rebel leader estimated $95m (£63m) – from Western governments and charities including Band Aid – was channelled into the rebel fight.

The CIA, in a 1985 evaluation entitled Ethiopia: Political and Security Impact of the Drought, also alleged aid money was being misused.

Its report concluded: “Some funds that rebellious or ganisations are rising for relief operations, as a result of increased world publicity, are almost certainly being diverted for military purposes.”

Multiple rebellions

The crisis in 1984 prompted a huge Western relief effort, spearheaded by pop star Bob Geldof’s Band Aid campaign and Live Aid concerts.
Although millions of people were saved by the aid that poured into the country, evidence suggests not all of the aid went to the neediest.

At the time, the Ethiopian government was fighting rebellions in the northern provinces of Eritrea and Tigris.

Much of the countryside was outside of government control, so relief agencies brought aid in from neighboring Sudan.

Some was in the form of food, some as cash, to buy grain from Ethiopian farmers in areas that were still in surplus.

Max Peberdy, an aid worker from Christian Aid, carried nearly $500,000 in Ethiopian currency across the border in 1984.

He used it to buy grain from merchants and believes that none of the aid was diverted.

“It’s 25 years since this happened, and in the 25 years it’s the first time anybody has claimed such a thing,” he says.

He insists that to the best of his knowledge, the food went to feed the starving.

But the merchant Mr Peberdy dealt with in that transaction claims he was, in fact, a senior member of the Tigray People’s Liberation Front (TPLF).
